          The inaugural conference of the All India Postal Civil wing Employees Association after the recognition by the department was held on 12-12-2010 as per the decision and direction of the veteran confederation NFPE to which our association is affiliated.  The conference  was held after the two great events namely Federal Executive Meeting of NFPE and Inaugural Conference of SBCO on 9th and 10th of December, 2010 respectively. The inaugural function of the three  combined events was held on the evening of 11th December,2010 in the great auditorium `SUNDARAYYA VIGNANA KENDRAM`, HYDERABAD  which has stood as the platform for several struggles led by left parties  for the up lifting of poor sections of the society.

        The inaugural conference was inaugurated by Com. K. Raghavendran, Ex- Secretary General of NFPE who is literally speaking   is  the Architect of our Association namely `ALL INDIA POSTAL CIVIL WING EMPLOYEES ASSOCIATION`. At the outset of the conference the NFPE Flag was hoisted by the veteran leader Com. D.K. Rahate, President of NFPE.  All the eminent leaders of NFPE and affiliates like Com. D.K. Rahate, Com. R.N. Parasher, Com. Ranganayagam, Com. K.V. Sridharan, Com. Giri Raj Singh, Com. P. Suresh, Com. Pranab Bhattacharya, Com. T. Satyanarayana  and Com. Appan Raj delivered their valuable advice on this auspicious occasion besides conveying wishes for the newly recognized association.  Our Association and members wholeheartedly thanks all the leaders and visitors who extended their greeting on recognition of the Association.

        The All India Conference started at 11.00 Hrs. as per schedule and all the items in the agenda were taken up in seriatum. Delegate session was started at 12.00 Noon. All the delegates from different circles and corners of the country participated in the debate. All the delegates expressed a unique dissatisfaction over the high handed behavior and bossism shown by the officers of the Postal Civil wing from 1993 as we were not having any platform to take up our grievances for redressal.   Many of the employees were victimized as per the whims and fancies of the officers since there were none to oppose them. Problems pertaining to all cadres of the Civil Wing such as J.E (C/E), Office Superintendent, Head Clerk, Works Clerks Gr. I/II, Stenographers, Architectural Assistants,   Draughtsman, all categories of maintenance staff  both electrical land civil , Multi Skilled Employees, and Temporary Casual Mazdoors were discussed in length.  The burning problems of the Civil wing are identified as non –recruitment of staff in all the cadres, abolition of Posts to unimaginable size, transferring of staff from one state to the other state in Group C and D cadres. It has been decided to take up all the problems with the appropriate authorities   in regular meetings that will be commencing shortly at all levels.

           Resolution on the following issues were adopted unanimously and sent to the administration for redressal of the grievances.
a)      Withdrawing of CE, DOP letter No.3-7-2009 CEND/1489 dated  24-11-2010 regarding  redistribution of staff and abolition of posts in Civil Wing.
b)      Non clearance of ACP / MACP cases in all circles which are pending for more than 10 to 12 years in some cases.
c)       Allowing Works Clerks Gr. I/II to appear for the departmental examination of IPO`s.
d)      To allow Grade Pay of Rs. 4200-00 to all the Head Clerks as per orders of the VI th   CPC accepted by the DOP.
e)      The department should take the views of associations while framing recruitment rules.
f)       The transfers of Group C and D cadres should be limited to the jurisdiction of the CPMG`s only.
g)      To take up recruitment of all cadres as there is no recruitment in the Postal Civil wing for the last 17 years and many of the Temporary Casual Mazdoors are waiting for regularization despite availability of Posts.
                        In addition to the above resolutions several other problems are persisting in our Postal Civil Wing pertaining to the staff which also to be taken up with the administration for their solution. We have taken a firm decision to be alert and vigilant in taking up our cases with the department and to follow up till they are attended and cleared.

               All the three events were hosted perfectly by the Co-ordination committee of the NFPE affiliates in Andhra  Pradesh headed by Sri  D.A.S.V.  Prasad whose efforts are kept on record with appreciation by this All India Conference. The CHQ is confident of full support by its members and leaders at Circle and Divisional levels and assures of all co-operation to all at every need of hour.
