G.S.R……….. In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department, the President
hereby makes the following rules further to amend the Central Civil Services (Pension) Rules, 1972, namely:-

. (1) These rules may be called the Central Civil Services (Pension) Amendment Rules, 2011.

(2) They shall come into force . on the date of their publication in the Official Gazette.

2. In the Central Civil Services (Pension) Rules, 1972,-

(1) in rule 8, in sub-rule (1), in the provisio, for the words “rupees three hundred and seventy five”, the words “rupees three thousand five hundred” shall be substituted;

2) in rule 9, in sub-rule (1), in the second proviso for the words “rupees three hundred and seventy-five”, the words “rupees three thousand five hundred” shall be substituted;

Pay commission gains may not come from back date for Employees

NEW DELHI: The windfall government employees receive by way of pay commission award arrears may no longer be forthcoming. The government is examining a proposal to implement pay commission awards prospectively on the lines of finance commission awards, as large arrears throw the finances of both the Centre and states in disarray.

"We are examining the suggestion," a finance ministry official told ET. He, however, added that the final call on the issue would be taken when the next pay commission is constituted. Pay commissions are usually set up at intervals of 10 years. The Sixth Pay Commission, the most recent, gave its recommendations in March 2008. It had proposed pay raises between 20% and 40% for government employees.

The finance ministry had told a parliamentary panel last week that the issue should be deliberated upon as retrospective implementation of pay commission awards has had adverse impact on the finances of the Centre as well as the states, a government official privy to the meeting said. Many state governments had expressed concerns over the issue of arrears. States set up pay commissions for their own employees after the pay commission for the central government employees submits its report.

Panel suggests 4 per cent interest on Post Office savings deposits

A government committee has suggested raising interest rates on Post Office savings bank deposits to 4 per cent, a suggestion that could benefit lakhs of small depositors.

The Committee on Small Savings also recommended linking returns on other small savings schemes with interest rates on government securities. It has also suggested that Kisan Vikas Patra (KVP) be withdrawn and the annual investment limit for the popular Public Provident Fund (PPF) be raised to Rs.1 lakh from Rs.70,000 at present.

The committee recommended that interest rates for Post Office savings deposits be raised to 4 per cent from 3.5 per cent at present, in line with the Reserve Bank's decision to hike rates on savings bank deposits.

Under the new formula, suggested by the committee headed by RBI Deputy Governor Shyamala Gopinath, small savings schemes would provide better returns to investors. Interest rate for one-year deposit scheme would go up to 6.8 per cent from 6.25 per cent, while returns for the PPF would improve to 8.2 per cent from 8 per cent.

With regard to taxing returns on the small savings schemes, the committee said the issue should be considered by the government while firming up the Direct Taxes Code, which seeks to replace the Income-tax Act, 1961. Noting that the small savings schemes are agent-driven, the committee suggested that the commission on them should be gradually reduced from 4 per cent to 1 per cent. While recommending to raise the interest rate on savings deposits by 50 basis points to 4 per cent, the panel said the Centre should introduce the system of calculation of interest rate on a daily basis on post office schemes as is being done by banks.

INDEFINITE STRIKE FROM 5^TH JULY COMPLETE SUCCESS

Dear Friends and Comrades,

The Secretary, Department of Posts, along with the other Members of the Postal Services Board and Senior officers held discussion with the Central JCA Leaders on the Charter of demands on 06.06.2011 and 07.06.2011 at Dak Bhawan. On 6^th some of the items in the charter was discussed. 7^th discussion was mainly confined to the issues relating to the mails. The Postal Board took a stand that the reorganization initiated in the mails sector such as speed post hubs, first class mails hubs, delivery hubs etc are to be continued and they sought the full cooperation of the staff side. The staff side made it clear that we strongly oppose the implementation of speed Post hubs, first class mails hubs, delivery hubs etc which are being implemented as per Mckinsey recommendations. We made it clear that public mail is being badly delayed and the confidence of the public is eroding day by day due the unscientific restructuring of mails sector. The Postal Board went on repeating its arguments justifying the hub experiment. No consensus could be arrived AND HENCE THE TALKS FAILED.

The Central JCA leaders met after the discussion and took the following decisions.

1. No compromise can be made on issues affecting the very existence of the Postal Department. No closure of any office or introduction of Mckinsey recommendations in the mails sector such as hub system can be allowed as it will completely ruin the Postal department and will facilitate for the growth of private courier services.

2. Other demands of the charter of demands should also be settled to the satisfaction of the staff side.

3. The strike preparations should be intensified in all circles and divisions.

4. Strike notice will be served on 14.06.2011.

5. All India Joint Convention of JCA on 19.06.2011 at Chennai should be made a grand success. All Circle secretaries of NFPE, FNPO and GDS Union and also All India office Bearers should attend the All India Convention without fail. The venue of the convention is Sree Padmam Kalyana Mandapam, No. 6/2, Radhakrishnan Street, T. Nagar, Chennai – 600017, Near Pondy Bazar Bus stop, T. Nagar HPO.

6. The Central JCA will meet again at Chennai on 19.06.2011

State Level Conventions – Grand Success

29.05.2011

1. MADHYA PRADESH

The State level JCA Joint convention of M. P. Circle was held at Bhopal. About 200 Divisional secretaries and all the circle secretaries of NFPE, FNPO and GDS unions attended. Com. M. Krishnan, Secretary General, NFPE, Com. T. N. Rahate President FNPO, Com. Balwinder Singh, Financial Secretary, P3 CHQ, Com. Mahendra Pratap singh Vice President GDS addressed the convention. The convention was well organized and there was more enthusiasm felt among the participants and the convention was a very big success.

2. JHARKHAND

The State level convention was held at Ranchi GPO and there was a good gathering ground 100 comrades from all Divisions. Com. R. N. Parashar, Asst. Secretary General, NFPE, Com. R. K. Ambasta, Deputy General Secretary R3 FNPO, Ashok Kumar Singh, General Secretary, R3, FNPO and Com. Jageshwar Sahu, Asst. General Secretary, GDSU addressed the convention. The convention ended with the determination to make the 5^th July programme by 100% success.

3. PUNJAB

The State level convention of Punjab Circle was held at Ludhiana and around 100 Divisional Secretaries, office bearers of all the unions participated. Com. Ishwar Singh Dabas, General Secretary, p4 NFPE was the main speaker. The convention ended with the note of unity and sent the message for strong action from 05.07.2010.

4. ANDHRA PRADESH

A. P. Circle unions organized a mamooth gathering of all Divisional secretaries of NFPE, FNPO & GDS unions at Hyderabad and more than 350 office bearers participated in the convention held at Hyderabad on 29.05.2011 Com. D. Kishnarao, General Secretary, P3 FNPO and com. Satyanaryana, General Secretary, Postal Accounts, NFPE, Com. Seethalakshmi, Asst. Secretary General NFPE, Com. Panduranga Rao, Asstt. General Secretary, GDS and Com. B. Shivkumar, ASG, FNPO addressed the convention. The convention was a great success.

5. ODISHA

The Convention was well attend by around 250 comrades through out the circle and it was presided by Com. R. C. Mishra, All India Vice President, P3, CHQ Com. P. Suresh, General Secretary, R4, NFPE, Com. Nirmal Singh, Circle Secretary, GDS addressed the convention. The convention ended with the firm commitment to make the strike grand success.

6. BIHAR

State Convention was held on 29.05.2011. Presided by Com. Tripathi, Circle Secretary, R3, FNPO, U. P. Circle. Com. Giriraj Singh, General Secretary, R-3, NFPE addressed the convention. About 200 Divisional/Circle Secretaries and office bearers of NFPE, FNPO and GDS unions attended. All Circle Secretaries also addressed. Indeed a very grand convention.

7. CHATTISGARH

A state level convention conducted at Durg. Com. D. K. Rahate, All India President, NFPE and other leaders addressed. More than 150 comrades attended. The convention decided to make the indefinite strike 100% success.

In the remaining Circles the state level convention will be held on the following dates: -

05.06.2011 - Maharashtra, Rajasthan, Tamilnadu, Uttar Pradesh

12.06.2011 - Gujarat, Kerala, Uttarakhand

04.06.2011 - Karnataka, Haryana

The Indefinite Strike will commence on 5^th July 2011. Copy of the strike notice will served to all Chief PMGs, PMGs and Divisional Superintendents after conducting massive demonstrations.
