GIST OF SETTLEMENT AND CHARTER OF DEMANDS


Dear comrades,

Consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011. Positive settlement is reached on major items of the Charter of demands. Gist of the settlement reached on all items of the Charter of demands will be published soon. We have made it clear to the Postal Board that if any violation of the assurances take place, or if orders on the agreed items are not issued without any delay, the Central JCA will commence indefinite strike without any further notice. We have not called off the strike. STRIKE STANDS DEFERRED. WE SHALL ALWAYS BE VIGILANT. Hectic and elaborate discussions took place with the Postal Board on 6th, 7th, 27th, 28th, 29th, 30th June 2011 and on 1st July 2011. Secretary Generals and All General Secretaries participated in the discussion.

WITH REGARD TO CIVIL WING EMPLOYEES DEMANDS A MEETING WITH THE JCA LEADERS OF CIVIL WING WAS HELD WITH THE CHIEF ENGINEER ( CIVIL ) ON 1ST JULY IN DIRECTORATE. THE FOLLOWING DEMANDS HAVE BEEN DISCUSSED AND DECISSIONS ARIVED. THE MEETING WAS HELD IN CORDIAL RELATIONS. SOME OF THE DEMANDS WHICH WERE NOT INCLUDED IN THE CHARTER WERE ALSO DISCUSSED


Point discussed in the meeting with the Chief Engineer (Civil).
The SE (HQ) was also present in the meeting.

  1. FILLING UP OF POSTS IN THE EXISTING OFFICES AS PER CPWD NORMS.
  2. CREATION OF ONE CIVIL CIRCLE, ONE ELECTRICAL DIVISION AND ONE ARCHITECTURAL DIVISION IN ALL POSTAL CIRCLES.
  3. CADER REVIEW IN POSTAL CIVIL WING.
  4. TRANSFERS POLICY OF CIVIL WING ADMINISTRATIVE STAFF.
  5. RETENTION OF HEAD CLERK DESIGNATION IN POSTAL CIVIL WING.
  6. CLEARING OF ACP/MACP CASES IN POSTAL CIVIL WING.
  7. RULE 38 TRANSFERS AND FORWARDING OF REPRESENT IONS OF STAFF FOR HIGHER POSTS ON DEPUTATIONS.
  8. PERMITTING CIVIL WING STAFF FOR COMPETITIVE EXAMINATIONS LIKE IPO/JAO etc.,
  9. FINALIZATION OF RECRUITMENT RULES IN THE LIGHT OF 6TH PAY COMMISSION REPORT.
  10. FORWARDING OF ADMINISTRATIVE ORDERS TO THE ASSOCIATIONS.

Apart from the above several other points have also came for discussions and the Chief Engineer was convinced for favorable orders. The minutes of the meeting will be released on 4th July 2011 and will be placed in website immediately.
